New Vessel Fee Rules Effective October 14, 2025
The U.S. Trade Representative has finalized Section 301 measures that will significantly affect vessels calling at U.S. ports — especially those with Chinese links in ownership, operation, or build.
Effective October 14, 2025, new port-entry service fees will apply under a tiered system:
• $46 per net ton for foreign-built vehicle carriers (max 5 assessments per year).
• $18 – $50 per net ton for Chinese-built or -controlled vessels, depending on classification.
• Exemptions apply for U.S.-flagged and government vessels through 2029.
Operators — not CBP — are responsible for determining liability and making payment via Pay.gov prior to arrival. These rules mark a major compliance shift for global shipping lines and charterers serving U.S. ports.
